Remarks

This prroperty used for several different purposes:

When a simple string is assigned to an XdsInternationalString item, then this is the value used as the Language for the new item
When an XdsInternationalString is cast (implicitly or explicitly) to a simple string, then this is "first choice" for which language variant to choose.
It is used as the default language for newly created objects (but can be over-ridden)

Target Platforms: Windows 7, Windows Vista SP1 or later, Windows XP SP3, Windows Server 2008 (Server Core not supported), Windows Server 2008 R2 (Server Core supported with SP1 or later), Windows Server 2003 SP2
